IGbE: Add additional features required by igb kernel driver in 2.6.28+. When the IGbE device is operated in 82576 mode, newer igb drivers, require some additional features that we unimplemented previously and verifies that some of the RAMs and registers can properly hold values. These changes get close to allowing igb drivers 3.0+ (tested specifically on 3.0.6-k2).
