configs: add flags to override deadlock timeouts for TCP and SQC
There are certain memory configurations that will cause some benchmarks to experience very long latencies which will trigger deadlock timeouts. However, these are not true deadlock timeouts as the requests will eventually return. These switches allow a user to manually override the default deadlock timeout and run these configurations.
