Description

ruby: rename ALPHA_Network_test protocol to Garnet_standalone.
Over the past 6 years, we realized that the protocol is essentially used
to run the garnet network in a standalone manner, and feed standard synthetic
traffic patterns through it.

Hmm if I remember this was added because we could make virtual net 0 do a broadcast (similar to MOESI_hammer) to study broadcast-based network traffic. Let me add a comment instead of having the command commented out.

Looks OK to me barring one minor issue.

Minor issue, but "most" of the -msg.sm files have these desc lines aligned.

After fixing style issues.
