Alpha: Import the alpha-system files into the m5 repository.

Bring the alpha-system files into the M5 repository alongside the ARM files.

I think you can preserve the history by doing a hg pull -f path to alpha-system, although before you do you should do an hg mv to move all the file into system/alpha.
